I love the combination of bar chart and circles on one chart. The opacity means you don’t lose any of the visibility, despite the overlapping. 

I’m definitely keen to attempt a chart along these lines - perhaps Project B, where I have 8 data sets to consider 

1. Large number relating to topic A
2 Small number relating to topic A
3. Large relating to topic B
4. Small relating to topic B 
Etc

The numbers cannot sit on the same axis as the are dramatically different and they relate to different values, even though they are linked by topic.

Perhaps - as in the chart above - use a bar chart to show the larger numbers and a circle value over the top / nearby.
